Avinor : 46 airports, 500 ATCOs, one planning solution!

Avinor will now carry out the planning of all its regions in Norway as if they form a single operation, using Quintiq standard planning solution for ANSPs. Avinor is responsible for planning, developing and operating the Norwegian airport network, consisting of 46 airports which are controlled from 4 different locations.
Avinor have over 500 controllers operating from Oslo, Bergen and other airports in Norway. Due to increasing traffic and the complexities of planning,
Avinor decided that a new system was needed to take the company forward in its planning of controllers’ work time. Following a public tender process and detailed evaluations, Avinor has selected the Quintiq Workforce Planning application to provide the rostering and task-planning for their controllers. The new system will allow Avinor to make more efficient use of their workforce and ensure that safety- and fatigue-reduction rules are observed.

Enhanced planning and safety reliability
Based on Quintiq’s standard solution for ANSPs - which is already used to plan the air traffic controlling of more than 30 percent of the world’s airspace, including the United States, Canada, Australia and Germany - the system will be configured to meet the specific rules associated with labor regulations in Norway and agreements with the unions representing the Avinor workforce. In addition to the improvement of personnel utilization at Avinor, the system will also make it easier to plan days off and shift swaps, and express working preferences. Also, the system will allow Avinor to apply stricter safety requirements without slowing down the planning process. The project will start at Royken, Avinor’s biggest location. After a successful rolling out of the project, the solution will be expanded to include Avinor locations in Oslo, Stavanger and Bodø.
